In terms of the new mandate discussed at Uruguay, developing countries were promised an expanded market access and thus increased export earnings for their goods exports, in return for their agreement to bring into the GATT trading system the new themes pushed by the United States and other industrialized nations such as services, investment measures and intellectual property rights.
