Rumsfeld is losing ground as he incorrectly planned for a Post War Iraq (I know that&#39;s a severe understatement). The Army generals are still upset that Rumsfeld has cut many of their high budget heavy weapons from programs, so asking for money, even when they need it is treated with skepticism. If Rumsfeld had followed the Iraq invasion plan instead of gambling, he&#39;d be in a safe position to hold his ground and more funds would not be needed.
